The Looming Crisis of “Disaster-Related Deaths”: Reporting from the Noto Peninsula Evacuation Centers

Full Transcript (English)

Host (Jun Hori): I am currently in Wajima City, Ishikawa Prefecture. It has been a significant amount of time since the Noto Peninsula earthquake struck on New Year’s Day, yet the landscape here remains largely unchanged. Debris still blocks many side streets, and the smell of scorched earth from the morning market fire still lingers in the air. But the most pressing issue right now isn’t the debris—it is the people.

Host: I am standing inside a local gymnasium that continues to serve as a primary evacuation center. As you can see, the space is divided only by thin cardboard partitions. For the elderly, living on a hard floor for months is not just uncomfortable; it is life-threatening. We are seeing a rise in “disaster-related deaths.” These are people who survived the initial tremors but are now succumbing to pneumonia, heart failure, and extreme mental exhaustion.

Guest (Local Resident): It is very difficult. At night, it gets very cold, and during the day, the air is stagnant. We were told that temporary housing would be ready soon, but every time we ask, the date seems to move further away. I am 82 years old. I don’t know if my body can wait another three months in this gymnasium.

Host: The government frequently releases data showing that thousands of temporary housing units are under construction. However, the reality on the ground is that the terrain and the damaged infrastructure are making construction incredibly slow. Furthermore, there is the issue of community. If you move these people into individual units far away from their neighbors, they lose their social support system.

Guest (Support Worker): We are advocating for “community-style” relocation. In previous disasters, we saw many elderly people die alone in temporary housing because they were separated from their lifelong friends. We need to move entire neighborhoods together to keep the “watchful eye” of the community active. Without that, the death toll will continue to rise long after the aftershocks have stopped.

Host: This is the reality that is often missed in the national news cycle. As the rest of Japan moves on, the people of Noto are stuck in a state of suspended animation. 8bitNews will continue to stay on the ground here to ensure these voices are not forgotten. We must bridge the gap between administrative policy and the human lives at stake.
