Host (Jun Hori): I am currently standing in a mountainous district of Wajima City, Ishikawa Prefecture. It has been several days since the massive earthquake struck on New Year’s Day, yet as you can see behind me, the main artery connecting this village to the city center is completely obliterated. This is what we are calling a ‘black zone’—an area where official aid is struggling to penetrate despite government claims that supplies are moving.

Host: The temperature has dropped below freezing, and snow is beginning to accumulate heavily. Inside this local community center, which is serving as a makeshift shelter, about thirty residents are huddling together for warmth. The infrastructure here is non-existent; there is no power, no running water, and the sewage system has failed. I spoke with one of the local residents about their current situation.

Guest (Local Resident): We are basically cut off from the world. The electricity came back for a few hours but then went out again. Our biggest worry right now is water. We have a small amount of bottled water for drinking, but for everything else—toilets, basic hygiene—we are melting the snow from outside. We haven’t seen a single official relief vehicle or member of the Self-Defense Forces reach this specific cluster yet. Are we just being left here to wait for death?

Host: Are you receiving any updates or information from the municipal office or the prefecture?

Guest: Only what we can pick up on this old battery-powered radio. They talk about the ‘big’ shelters in the city centers getting thousands of meals, but we are a small group. We feel forgotten because our numbers are small. We need medicine for the elderly and fuel for the heaters. It is freezing at night.

Host: This is the reality that isn’t always captured in the polished press conferences held in Tokyo. While the national government emphasizes the number of trucks dispatched, the ‘last mile’ of delivery is broken. The sheer scale of the coastal and mountainous damage means many pockets of survivors are still waiting in silence. We must bridge this information gap immediately. If we do not prioritize these isolated areas, the number of disaster-related deaths—those who survived the quake but die from the aftermath—will surely rise.
