Host (Jun Hori): I am currently in Wajima City, Ishikawa Prefecture. It has been several weeks since the massive earthquake struck the Noto Peninsula on New Year’s Day. While the national news cycle is beginning to move on, the situation on the ground remains critical. Specifically, we are seeing a terrifying rise in the risk of what we call “disaster-related deaths.” These are lives lost not by the collapsing buildings, but by the environment people are forced to endure afterward.

Host: Walking through the evacuation centers here, the reality is stark. Despite Japan being a disaster-prone nation, we are still seeing people sleeping on thin mats over cold gymnasium floors. For the elderly, this is a death sentence. It leads to pneumonia, “economy class syndrome,” and the worsening of pre-existing conditions. Why, in a country as wealthy as ours, are we still failing to provide basic beds and climate-controlled environments weeks after the event?

Local Resident: It is cold. At night, the temperature drops below freezing. We have blankets, but the chill comes up from the floor. Many of the older people have stopped moving much because it is too difficult, and that is when their health starts to fail. We feel forgotten here while the rest of the country goes back to normal.

Host: I spoke with medical experts on-site who are frustrated. They point out that “TKB”—Toilets, Kitchens, and Beds—are the international standard for disaster relief, yet Japan consistently fails to meet these benchmarks in the early weeks of a crisis. The bureaucracy involved in deploying temporary housing and professional kitchen trailers is simply too slow. We are seeing a “secondary disaster” unfolding in real-time.

Host: Furthermore, the psychological toll is immense. People have lost their homes, their livelihoods, and their community ties. In these crowded shelters, there is no privacy. The stress is constant. We need to ask ourselves: is the current administrative response sufficient to protect human life? From what I see here in Noto, the answer is a resounding no. We must demand better standards for our evacuation centers to ensure that those who survived the quake do not die from the recovery.
