Host (Jun Hori): I am currently in the Noto Peninsula, Ishikawa Prefecture. It has been several days since the massive earthquake struck, but as you can see from the landscape behind me, the road to recovery is still blocked by immense physical and systemic barriers.

Host: Today, I am visiting a “voluntary” evacuation center. Unlike the large, designated shelters in the city centers, these smaller sites are often managed by the residents themselves. What I am seeing here is a significant disparity in the distribution of aid.

Resident: We are struggling. Because this building isn’t an official shelter, the relief trucks don’t stop here regularly. We are relying on the kindness of individuals and small NGOs who manage to navigate these broken roads. We have no running water, and the cold at night is becoming unbearable for the elderly.

Host: This is the “shelter gap” that we must address. In the official centers, there are cardboard beds, medical staff, and regular food service. But here, people are sleeping on thin mats on cold floors. The administrative “borders” are creating a situation where the most vulnerable are being left behind simply because of where they chose to seek safety.

Host: We are also seeing the limits of the “self-help” model. While the community spirit is strong, these people are exhausted. They have been clearing debris and caring for each other with almost no sleep. The government needs to broaden its definition of who qualifies for immediate, hands-on support.

Host: As we continue our coverage, we will keep asking the question: How can we ensure that aid reaches every corner of this peninsula, regardless of official designations? The lives of those in isolated settlements are just as precious as those in the city. Reporting for 8bitNews, I’m Jun Hori.
