Host (Jun Hori): I am standing in front of the Tokyo Metropolitan Government Building in Shinjuku. Behind me, the walls of this massive structure are being transformed by a projection mapping display. This project, which the city claims is a new landmark for tourism, has a total budget of approximately 4.8 billion yen. It is a spectacle of light and sound intended to showcase Tokyo’s technological prowess.

Host: However, if we move just a short distance away to the Shinjuku Central Park area, we see a completely different side of the city. Here, a long queue has formed. These are people waiting for a soup kitchen and food distribution organized by the NGO Moyai and other support groups. The line stretches far into the distance, hidden in the shadows of the very buildings being illuminated by the city’s multi-billion yen project.

Guest (Ren Ohnishi, Moyai Support Center): We are currently seeing an unprecedented number of people seeking help. At our recent distributions, more than 700 people have lined up for a single meal and basic supplies. What is most concerning is the diversity of the crowd. It is no longer just the elderly or the chronically homeless; we see many young people, women, and individuals who are clearly working but cannot make ends meet due to low wages and high inflation.

Host: How do you feel when you see that 4.8 billion yen is being spent on a light show just around the corner from where people are starving?

Guest: It is difficult to put into words the frustration we feel. That budget—4.8 billion yen—could provide significant relief. It could fund thousands of units of social housing or provide consistent nutritional support for the city’s most vulnerable for years. When the government prioritizes “city branding” over the survival of its citizens, it sends a message that these people are invisible to them.

Host: We spoke to some of the individuals waiting in the line. Many were hesitant to speak on camera, but their stories were consistent.

Citizen: I work five days a week, but after rent and health insurance, I have nothing left. I haven’t had a proper meal in three days. Seeing those lights… it feels like a mockery. They have money for entertainment, but they tell us there is no budget for better welfare or rent subsidies.

Host: The Tokyo Metropolitan Government argues that this project will eventually bring in tourism revenue that will benefit the economy. But for those standing in the cold tonight, that “trickle-down” promise feels like a fantasy. The gap between the “shining” Tokyo and the reality of its residents’ lives has never been more apparent.
