Host (Jun Hori): I am currently in Wajima City, Ishikawa Prefecture. It has been a significant amount of time since the Noto Peninsula earthquake struck, but as you can see behind me, the debris remains largely untouched. While the national news cycle has slowed down, the crisis here is far from over. Today, we are speaking with residents and volunteers who are dealing with the reality of “invisible” disaster victims.

Guest (Local Resident): The biggest problem is still the water. We have to go to the water truck every single day. For the younger people, it is a chore, but for the elderly living alone in these hills, it is an impossible task. They are surviving on very little, and they don’t want to be a “bother” to anyone, so they stay silent.

Host: This “hesitancy to ask” is something we see often in rural Japan. People feel that everyone is suffering, so they shouldn’t complain. But this is exactly how disaster-related deaths occur—not from the earthquake itself, but from the exhaustion and poor hygiene that follows.

Guest (Volunteer Coordinator): We found an elderly man yesterday who hadn’t had a hot meal in three days. He was just sitting in his cold house because the road to the local shelter was too difficult for him to walk. The government says the roads are being cleared, but the smaller paths to these individual homes are still blocked by landslides. We are the only ones checking on them.

Host: The administrative support is focused on the large evacuation centers, but what about those who stayed behind in their damaged homes? Is there a plan for them?

Guest (Volunteer Coordinator): It feels like they are being forgotten. The “secondary evacuation” to hotels in the south is a good idea in theory, but many don’t want to leave their land or their ancestors’ graves. They are choosing to stay in the cold, and without consistent water and heating, their health is deteriorating rapidly.
