Tokyo metropolitan government and JSC explained that it was a decided \u201cnational plan.\u201d Many of the residents are elderly and willing to stay. In 1947, shortly after the war, metropolitan government built tenement which later became Kasumigaoka apartment complex, and the apartment got rebuilt when the last Tokyo Olympic was held in 1964. Some residents live in Kasumigaoka before, during and after the WWII, and it\u2019s there only home. There are shops inside the apartment complex and they even have their own \u201cmatsuri\u201d festival.
