Host: For this segment of 8bitNews, we are discussing the film “300 Meters Above Tokyo,” which will be released nationwide starting October 10th. It captures the sight of US military helicopters flying over central Tokyo with a sense of entitlement. Why is this happening? The investigative team from the Mainichi Shimbun has spent years examining this situation.

(Film Trailer): The noise is incredible. The wind pressure is immense. It is a kind of shock. I wanted to investigate the actual state of US military helicopters coming into the city. According to Japanese safety standards and laws, they must fly at least 300 meters above the tallest obstacle. We spent months waiting for them. Initially, they appear as just a tiny dot. This is investigative reporting born of persistence. We witnessed them flying much lower than Japanese helicopters. Why is this allowed? While citizens protest, many people on the street don’t even look up; they are just looking at their smartphones. We must remember past accidents. In Okinawa, people say, “It can’t be helped if it happens here,” but that is unacceptable. Who is being protected? We need to face the reality of US military privileges now.

Host: Today, we are joined by the film’s director, Mr. Ogaki, and Mr. Kato, who led the investigation. Welcome to the show.

Ogaki: Thank you for having us. I joined NHK in 1986 and spent about 30 years producing educational programs and documentaries. I left in 2019 and now teach video production and intellectual property at Obirin University. This is my fourth documentary film.

Kato: I joined the Mainichi Shimbun in 1998. After working in various bureaus and the social affairs department, I moved to the visual reporting center in 2017. I spent a long time with a camera in Shinjuku and other areas trying to capture these helicopters.

Host: What resonates with me at 8bitNews is how citizens are recording these flights. Your film shows professional journalists collaborating with these observations to verify the facts. Director, this seems to be a central theme of the movie.

Ogaki: Yes, we interviewed people in areas like Omotesando who have been recording these flights for years. It is important to show that individuals are maintaining this awareness. The title refers to the 300-meter rule in Japanese law, which the US military frequently ignores. This creates a strange “double standard” in our society where two sets of rules exist simultaneously. We want people to think about how this affects our daily lives, human rights, and national security.

Kato: To be honest, I wasn’t very interested in this issue at first. I didn’t even know there was a heliport in Roppongi. But when my colleague suggested we investigate, I began to wonder if we could actually prove they were flying too low. You can’t just use a tape measure in the sky, and the flight data isn’t public.

Host: So how did you prove it?

Kato: We worked in pairs. We identified landmarks like the NTT Docomo Yoyogi Building (240m), the Tokyo Metropolitan Government Building (243m), and the Shinjuku Park Tower (235m). By filming from two different points and using the buildings as height references in the background, we could scientifically prove the helicopters were flying below the legal limit. It was like conducting a survey.

Host: It’s shocking to see them flying at eye level with office windows. Director, how did you approach the historical context, such as the 1964 Machida crash?

Ogaki: I was surprised by how much I didn’t know. For people ten years older than me, the Machida crash or the Yamato crash are common knowledge, but that memory has faded. We interviewed Ms. Noriko Ando, who lost her sister and nephew in the Machida accident. Hearing her story makes you realize that these aren’t just “noisy flights”—they are a persistent danger. When an accident happens, the US military cordons off the area, and Japanese police can’t even enter to investigate. We have to ask: is this acceptable for a sovereign nation?

Kato: When we published our findings online with English subtitles, the reaction on platforms like Reddit was fascinating. Americans were outraged, saying it was embarrassing for their military to behave this way in a foreign country. Meanwhile, many Japanese comments were dismissive or defensive of the US military. This gap in perception is part of the “air” or atmosphere we wanted to capture.

Host: The film isn’t about “right” or “left” politics. It’s about the relationship between the government and its citizens. If the government won’t protect its own people’s safety and rights because of an agreement made decades ago, we have a serious problem. I hope everyone, regardless of their stance, sees this as their own issue.

Ogaki: Exactly. I want people to watch the film and simply ask, “What should we do next?” It’s a problem that belongs to all of us.
